Adult Social Care Outcomes Toolkit (ASCOT)

In ageing population, the demand for long-term care (LTC) services continue to grow, highlight the need for robust tools to evaluate outcomes in the social care sector. The Adult Social Care Outcomes Tool Four-Level Self Completion Tool (ASCOT-SCT4) is a preference-based measure developed by the University of Kent in the UK. The tool is designed to assess SCRQoL by capturing the impact of LTC services on QoL. It evaluates eight key domains relevant to care recipients’ QoL in care settings:

(1) Control over daily life;
(2) Personal cleanliness;
(3) Food and drink;
(4) Personal safety;
(5) Social participation;
(6) Occupation;
(7) Home cleanliness; and
(8) Dignity.

To assess the QoL among LTC users in HK, our research team has culturally adapted and validated the Traditional Chinese version of ASCOT SCT4 (ASCOT-SCT4-HK). Crucially, we have also established societal preference weights for ASCOT SCT4 HK based on the Hong Kong population. This advancement enables ASCOT-SCT4-HK to be used as a utility measure in economic evaluations. Integrating ASCOT-SCT4-HK into policy and service evaluations ensures that the valuable outcomes and QoL impacts of social care services are captured and considered in decision-making for the HK population, alongside health outcomes.
